I believed they're only considered furries if they have more then just the ears and tails, such as paws and things like that, and iif they havefur all over their body. Meaning they would be anthros.
People with animal ears and tails are actually in a different catagory. ^^

Reminds me of Fruits Basket (I don't mean that in a bad way at all, and I'm very aware that the two actually have little in common beyond Zodiac
