((Technically, it does, though it is possible for someone to use Drive forms. It simply requires a set amount of power. For Sora, the forms simply require the essence of his friends as a source of power. Mages can pull it off if they have a lot of magic. It drains them, though, once it wears off. Hence the whole "Sacrifice your allies for the form" thing.))
