Well, I've personally never had blini with caviar on it, because we usually put butter and sugar on our blini, and caviar is salty, so the taste would clash. We usually have caviar on buttered bread. Perhaps it just fell out of custom though to eat blini with caviar like that (I mean, if they are called "tsar's blini", then maybe it used to be a royal dish exclusively, and we haven't had royal families in the country for a while ^^"), or it's eaten in the other parts of the country. However, I do like the concept though - it is certainly something only a Russian would dare to it. XD
