Did you see the glare Predaking shot him after that? His species had been extinct before Cybertronian history, so how could they know how intelligent it was?
And even if it can't speak, that doesn't mean it's stupid.
Soundwave doesn't speak, and it's not clear if by choice or he's mute. Is he stupid?

That weren't MY words, you know? As i recolect it were Star's words, you know -_-.
But i don't think it would be good to give predaking a voice.
I like him more without a voice.
And even when he gave Star a glare, doesn't mean that the beast can talk.
Well but we will see what will happen in the future.

To me, the end of the third episode where Predaking looked at Starscream like if a stare could kill, and he having a bot form as the toy, I bet he'll transform and say something like "Shut up. Me no like you." to Screamer >XD Shockwave's experiments did go wrong in the Predacons' toy commercial game on the web! We'll see, we'll see!
