I'm not a big fan of Anjali Kunapaneni voicing Roy in the dub of Pokémon Horizons. If I had to recast Roy, I think it would be Michael Kovach, who is famous for voicing characters in Hazbin Hotel, the SMG4 series, The Amazing Digital Circus and Murder Drones. He would do a very good job at voicing Roy if he was casted in the Horizons dub. I think his voice tone would be similar to that of Fancy.
