They are not the Mods' personal NPCs that people can easily get to know & RP with under normal circumstances. Please do not use those NPC applications as an example.

NPCs may not Rank Up & therefore, cannot gain new Skill Slots like Playable Characters [PCs], they cannot be given new Skill Slots, and Skill Slots can only be bought from the Shop Journal for your PCs. NPCs will retain 3 skills and 3 skills only.
Playable Characters which switch into NPC slots will retain however many skills they have gained during the course of their Play Time. But they may not gain or buy anymore! Bought skill slots will remain with the previous PC turned NPC.

Or you could go with a town from elsewhere (but keep it vague if it's a blacked out area on the map. Ex: From another continent. YES!! You can come up with your own (minor) kingdoms and locations!!!). If your history exceeds 1,000 words please write a summary! We still have to read your WHOLE history so please keep that in mind!!]
