UPDATE: Nintendo blocked hoopa and volcanion from appearing in secret bases, sorry.I made this to fill peoples pokedex, if you can't get Hoopa, Arceus, Volcanion, Genesect, Deoxys, and Mega-Diancie.
you cant trade Hoopa or Volcanion yet
note: it won't give you the pokemon, it will just fill your pokedex, or it should, let me know if it doesnt work please~

Nintendo appeared to have thought ahead on this and coded it to block the two unreleased pokemon. You can try and including only those two pokemon on your team when you gen the QR code to see if that forces them to show up. Also, secret base teams are limited to 3, so there's no use having more then that on your team.
note that your team gets updated anytime you do a GameSync while saving online. But this will only impact passerby's who download your base during the BuzzNav update when they connect to the internet. However once someone has your base downloaded via QR code, I believe the base layout and your NPC's team gets updated to the most current one during gamesync. (thus it will use the last team you gamesynced to PGL when they use gamesync), and it would be obvious that PGL would block Hoopa and Volcanion) so that might also be working against you. I suppose you can try and get someone to avoid using gamesync for a full 24 hours (as that's the time cycle one is limited to on new QR code scans before it will allow you to battle the NPC on a newly added base) and seeing if it works for them then.

Yeah i figured that out, i was gonna update this code with 3 hoopa and 3 volcanion on my team to see if that works.

if you have a secret base in pokemon Omega ruby or alpha sapphire, you go into your base talk to the computed and scan the code
