Actually, if you look closely, he didn't draw them. It's merely shadows that's caused by the deep eye sockets. If there's eyebrows there would be a fuzzy line between the shadow and light transition.

I have seen many great Gaara pictures and I have to say....yours is the ULTIMATE, BEAUTIFUL, BEST, WELL COLORED, SEXY BEYOND WORDS picture of Gaara I've seen!!!!!!!! He looks so real like he's about to attack me with his sand at any moment. His angles and distant proportions are well drawn. I absolutely love the background. The sand swirling around him gives me the feeling he's on the attack and the green gives the allusion he is in a forest- Konoha maybe? Anyways this pic is indeed my ultimate favorite drawing of Gaara.
