hmmm... the steps are long, still concisely,
> make the rough outline of the figuere; u can use a reference for that
> use solid strokes to make the base color over which u'll be building your character
> take some basic color sets and using only these, shade the required parts and darken the shadows a bit
> finally, use filter masks and adjustment layers to give special effects and nice color streaks

I generally prefer putting a color directly on a layer and then changing the layer mode and masking out the unnecessary portions
