Actually no.  Vay was genetically modified against his will.  IE evil science.  So from that time in the evil lab, he gained the ability to shapeshift into human form.  Later on, Vay (in his "normal" Vaporeon form) would meet Nego's mom and have a kit...who inherited Vay's genetic modifications.
