Oh, derp, I thought this was a comment on a different picture. Sorry. 
To make it move, I still use GIMP (which is awesome and free to download here: [link] . Just click "Downloads" on the side bar). I draw the pictures that make up the different frames separately. I open the one that will be the first frame, then hit "Ctrl L" to bring up my layers box; the different layers will be the frames. Then, I go over to "File" and hit "Open as layers", and open the frames up in the order I want them to come in the animation.
After you have all your frames in the layers box, click on the little eye symbol beside each one EXCEPT the background, or first, layer, so that you can't see the eye symbol anymore. If you go up to your thingies at the top and go to "Filters -> Animation -> Playback" you can see how your animation will look when it's finished. If it goes way to fast (which it probably will in the default speed), you need to right-click on the layer name in your layers box, go to "Edit layer attributes", and after the name of the layer put something like "(2000ms)". "Ms" stands for "milliseconds", so 2000ms is 2 seconds, 3000ms is 3 seconds, and so on. You can edit the time each frame lasts as you please.
To save the animation, you have to save it as a ".gif" file. A box will pop up that says "flatten image" or "save as animation"- save as animation. Then it gives you the option to convert your file to Indexed or convert it to grayscale; choose the first one and hit "export". The stuff that pops up after that isn't really important if you put the "(2000ms)" thing in your layer names. Hit "save", and you're done! <3
