Another character from Bunker Down!

Cecil is one of the many Mutant Offspring in the bunker, usually wading around in the Water Canals, which divert water throughout the whole facility. Cecil is a mutant of few words, but will make his feelings known through gestures and body language if his limited vocabulary can't get the message across. Cecil's main attributes are his large, overweight frame, his upper arms which are stuck to his torso, and his large, bulbous eyes, with his left one actually hanging out of it's socket. With the condition his eyes are in, Cecil doesn't have the best eyesight, which is one of the many reasons he almost never leaves the canals. He's learned to use the ripples and vibrations in the water he waddles around in to get a sense of what's around him. Although Cecil doesn't like going into deeper water, he is capable of swimming in bodies of water that he can't walk along the bottom of. However, he isn't as mobile when swimming in deep water, as he often floats to the top thanks to all the fat he has in his gut, and given his limited arm movement, he's a bit slow and clumsy, especially when making turns. Whilst many of the other inhabitants hear Cecil's broken speech and take it as a sign that he's not very smart, Cecil is actually very intelligent when it comes to the Water Canals and what goes on there. He's one of the few inhabitants of the bunker that have the Water Canal routes completely memorized, and can know where to go without the need of a map!
