Could he be Rastlin? He has the white hair, time mastry, manipulative nature, and super knowledge and supreme power thing. I mean, Rastlin almost killed the most powerfull goddess of his world after destroying the entirety of her legion of the Abbys itself, and the only reason he lost is because he realized that if he won and became a god, the world would be destroyed. Though dead, he has apeared later on in the series during times of crisis to further his own ends. CLockwork seems to be a kind of copy of that......omg fanficing this!

Heh, Sailor Pluto. Though I am planning acrossover fic wher all of the dead enimies of Sailor Moon and the Senshi are in the Ghost Zone and they break out, so Sailor Pluto and Clockwork bring the Senshi to the DP Universe, though in another fic I've blended the Anime, Manga, PGSM, and the idea of male senshi to create a new Sailor Pluto, Setsuna's reincarnation who lives in Amity Park (oh, the universes exist together in this one) and is in a relationship witth Danni, who's Sailor GhostZone, while Danny is Sailor Phantom, Vlad is Sailor Vamp, and Sam is a Winx Club style fairy.
