this is The Chronicler's Dragon Rider..called the Listener...she's the Guardian rider of Time, who guards the celestial temple with her crystal Staff..made her appearance during the Events of The Eternal Night to Aid Sophie, The rider of Spyro and soon to become the rider of Cynder afterwards.. They met in person upon Spyro and Sophie's arrival to the Celestial temple..and as they met the chronicler, who was living alongside the Listener in Solitude for thousands of years, Sophie was confused how did The Listener lived that Long, She replied that A Rider's life span goes the same as Dragons..if a Dragon dies, The rider dies with him..She also made her return In DoTD And granted Sophie the elements of Time,Water,Light and Fury, after the Planet was saved
She passed the duty as the guardian of time To Inferna, and passing onto the Afterlife alongside the Chronicler,Assuring Sophie's return to their world one day.

this Character was inspired by Sailor Pluto from Sailor Moon..so you can see the similarities between the two..
