This is ok but I have a few criticisms. 1. You used a base which doesn't do much to improve your ability as an artist. As an artist you'll only improve by time and practice and using a base removes the need to practice as it lets you get away with drawing clothes and hair without having to do anatomy (which is one of the most important parts of drawing a cartoon/anime character).
2. The color scheme is very strange and isn't easy on the eyes The two shades of pink don't contrast well. Since they're so similar you have to focus your eyes to see hair from body. Usually professional manga artist purposefully design character to be easy on the eyes. They also design them in a way where there's a clear line of action (which is when characters are designed in a way so that your eyes start one place and move through the rest of the character. They also try and draw attention to the face.
3. The character is just boring. I'm sorry to say this but the design and clothes are very plain and don't stand out as interesting. You also haven't provided a backstory which although isn't required, helps give personality to a character. If you give this character a backstory avoid making her a Mary Sue character (everyone loves her, She has no flaws, and lives in a perfect world where she is the best and no one questions her) a good oc is going to have an interesting design, with good colors, a good backstory, and has an equal amount of flaws as good things.
4. don't want you to take any of this the wrong way. The reason I'm giving you these criticisms is because you have some talent that I think you get really good with practice. Look at my account. The first posts (which I posted recently even though I drew them months ago) are terrible but my newer posts are a lot better. That's how much you can improve in just a few months if you just commit to your art and practice. And all my new stuff is just doodles I did in class. So again please take something constructive out of this and use it to improve.
