I looked into this and it's actually the first ditto from the show, who couldn't get the face right. Apparently in Japan there have been plushies released over the years that are supposed to be that ditto in the form of other Pokemon. Β Recently there have been more of those plushies released including one that looks exactly like this

Its a new pokemon released in pokemon sun and moon and it put on a potato sack to look like pikachu so it would be more wanted. And everyone is talking about because GODDAMMIT its cute.
