After looking for some time I finally found lots of 36 keyed-alike miniature padlocks on ebay and amazon. Their stated purpose is for securing jewelry cases, which makes sense. That means they're better than most luggage locks, but not really professional grade.
They are perfectly usable for light bondage, bondage fashion, chastity belts or cosplay purposes.
Most of this style locks have square edges and corners which can be a bit pokey if used for long periods of time, sat or slept on, or worn under clothing. If you look closely you'll see that the dozen or so locks on the bottom right and those on the cuffs have been modified. Using a belt sander, I've rounded all the corners and edges. They are now quite comfortable against the skin, and I recommend this mod for virtually all square cornered brass padlocks. The mod can also be done with a Dremel tool or sanding block, but bench mounted belt sander is the best.

They are all truly keyed-alike so any key will open any lock, but some keys are a little smoother than others, and some locks may catch a little while inserting the key, but it will always eventually go in. With this many locks available, I recommend just not using any lock that doesn't operate smoothly. You don't ever want to fight with the key, especially if you're using them on yourself. Try a few different sets of keys, and put a pair on different key rings.
