If this character was marketed to teenagers, she would've been fine.
However, Jessica Rabbit (and her big breasts) were marketed to children. With a lot of Disney women, I have my suspicions that their breasts are too big to market to children (especially girls), but with Jessica Rabbit, I know that's the case. There's such a thing as learning about sex too early, and Jessica Rabbit crosses that line.

Sorry for the typo - The film was made by Touchtone Pictures, and it was stated that they were deliberately trying to attract adult viewers, esp. with the film being laced with adult humor. Some critics had even debated who the intended audience was for this film - adults or kids.
