Sure travelling between parallel worlds was once simple for the inhabitants of Gallifrey, but now that their gone it's almost impossible unless by accident trough the TARDIS. Therefore, it seems like a good match in giving the ability of Unlimited Universal Access to someone who could travel anywhere in Space & Time. As a pacifist, he would be just as skilled in using it defensibly & save many just like the predecessor. Especially his enemies, now truly being able to give them whatever reality they want as their playground with his one condition being that they leave anyone in his home dimension alone. Some examples include these:

Cybermen- A world where everyone favours/loves machines & willingly wants to be Cyber-Converted into them.

Daleks- A world where there are no other lifeforms therefore allowing them to take their place as the supreme power in the Universe.

Sontaran-A world where every planet is ravaged & in an endless war allowing them to fight to their heart's content.

So, what would happen if the Last Time Lord came across & obtained the powers of the Scientific Dimensional Traveler?
