An omniscient and omnipresent triangular dream demon only existent in the mindscape. He had been summoned by Lil' Gideon to infiltrate Stan Pines' mind to gain knowledge to this safe, so that Gideon can gain his hands on the Mystery Shack's deed. Bill Cipher also tricked Dipper Pines into doing him a favour, so that Cipher could directly destroy the laptop. It was revealed that Bill was once close friends with the Author of the 3 Journals, Ford Pines. However, after finding out Bill's true plans, Ford desperately hid all three Journals in order to prevent anyone else from summoning and getting tricked by Bill's affable and deceiving nature.

Bill Cipher has an eccentric, outrageous and outlandish personality, along with being a quick thinker and erractic talker.
