Something was seriously wrong, the new prison reform was supposed to give foreign offenders a week of heavy labour and a harsh prison regime for committing minor offenses. This would then put them off doing it again before they were deported never to darken the kingdom's door again...
Yet oddly enough there was a large but growing number of people who seemed to be going out of their way to commit offenses so they got locked up, worse some reports then indicated they seemed to actually "enjoy" their time in prison, and worse a few even attempted to re-enter the Kingdom just to be locked up again!
They eventually figured out that they were dealing with members of the BDSM subculture who had a prison fetish and were taking advantage of the program to indulge their strange kink. Opinion is divided on what to do next, a crackdown, charging these people money to indulge their desires, or just offering indefinite sentences to the really committed one's if they want to stay in jail so badly (this was being pushed by some of the guards who were really enjoying being in dominant relationships).
