Because Shadow was and is a total pervert. It's no secret that pretty much all he did in Sonic The Hedgehog (2006) was stare straight at Rouge's boobs while she was talking.

Whoa...looks like a few people may be taking this a little too seriously. It's just a joke, guys. However, this IS based on real in game video from Sonic The Hedgehog 2006 where Shadow appears to be staring at Rouge's chest.
This isn't a stab at Shadow, or an insult to him in anyway.
Trust me, I love Shadow (AND Rouge) just as much as anyone.

I had to laugh at this because it's pretty much true! I mean, everytime the game has a scene with Shadow and Rouge and Rouge is talking, when you look at Shadow, you see his eyes pointing to Rouge's boobs.
