Because Shadow was and is a total pervert. It's no secret that pretty much all he did in Sonic The Hedgehog (2006) was stare straight at Rouge's boobs while she was talking.

Whoa...looks like a few people may be taking this a little too seriously. It's just a joke, guys. However, this IS based on real in game video from Sonic The Hedgehog 2006 where Shadow appears to be staring at Rouge's chest.
This isn't a stab at Shadow, or an insult to him in anyway.
Trust me, I love Shadow (AND Rouge) just as much as anyone.

Yeah, Shadow, I can relate to you. I wonder, if you touched Rouge's breasts, do they feel like skin or fur? Without a mirror necklace, there's no way I could fight Rouge. Love how the full heart is in every panel. Either Rouge is going to Screw Kick him or humiliate him.
Rouge just makes me smile when I see her. If she's wearing her Shadow outfit (SA2-SH hybrid) I can't look away. Shadow's probably gazed at her so long that he likes getting beaten by Rouge. These are almost my exact same actions when I see her. A kiss for Rouge and a fave for you!
