Fanart is not cosplay. Cosplay is the act of dressing up like a (usually) fictional character. This is digital art of the character, not a person dressed up as her.
I'm not sure where you're getting the idea of 'cosplay' from, since there's nothing mentioned by the artist or indicated in the image at all.
