So a common occurrence in comics, being that they've been continuously published for a century, is that characters are created, then sort of disappear, then years later, a "new" character with the same name (and sometime appearance) pops up at the same company, often with no relation to the old one. Waste not, want not!
So this guy kinda looks like a familiar Avenger, right? Well, he shares the name and basic look, but nothing else...but, yeah, this is The Vision of the Golden Age of 1940s comics.
This version of the Vision is actually named Aarkus, and he's no android, he's an alien cop from another dimension. After finding himself in our own dimension, which is accessible via portals he can make using smoke, Aarkus decided to make regular trips here to fight crime, monsters, and nazis. Some people vacation for foreign cuisine and to see beautiful landscapes, some guys like him vacation to punch bad guys. Hey, you do you, man.
Becoming known on Earth as The Vision, Aarkus was celebrated as much as he was feared. In addition to being able to walk across dimensions at ease, he could fly, cast illusions, and create blasts of freezing ice. So a pretty cool power set, even if he was pretty terrible at picking out clothes to wear.
