All the people who hate on Bellwether just for being a twist villain don't seem to understand her situation on why she was driven to do what she did. She was not born evil, as nobody is. If anyone thinks she is just evil for the sake of it need to think again. She was never respected, appreciated, or even given credit for all the hard work she did, always overlooked unfairly and pushed to the side like she was never important to anyone, especially with being assistant mayor which changed nothing at all for her. And there is a possibility she was bullied and abused by predators in the worst ways because of what she was.
