This is an idea that I had for a while now. This is Kotaru as a djinn (or genie in western cultures). However, he's not the type that will grant wishes for others, let alone obey anyone. He's the type to use his otherworldly powers for his own selfish desires, although they usually amount to him turning people who piss him off or that he doesn't like into sweet treats.

If you haven't noticed by now, yes, he's partially inspired by Majin Buu from Dragonball Z.
