This is a character from an old and slightly obscure SNES role-playing game called "Arcana".

Teefa and her sister Salah are the two princesses of Lexford. She begins as the apprentice of the main character's best friend, Ariel. Turns out that Ariel was a turncoat and that Teefa was under the spell of Ghalneon, a powerful sorcerer who wished to free an ancient evil sealed away by the main character and Ariel's fathers, who were Knights of Lexford, along with the princesses' guardian, Axs.

In the game, Teefa is one of the most powerful spellcaster of the group, and has access to the strongest attack spell.

A small note: when the game begins, Teefa's eyes are brown, but she also wears a red gem on her forehead - a sign of the spell placed on her. Her actually eye color is blue, like her sister's.
