History:
Saber class which enter service in 2370 was success, it was small, well armed ship, more suited for combat then exploration, and was built in larger numbers, however by the mid of 2380's Starfleet decide to start designing new light cruiser that will supplement Sabers and thus Iowa class was born. Iowa use redesigned Saber design, more modular but with same capabilities. Like Saber's Iowa class was designed for 80 years service. Each ship could serve for 80 years with minimal upgrade (although of course in that time each class smaller or larger would pass at least three major upgrades). Starfleet planned to have Sabers and Iowas as its main light cruisers in patrol role for the next sixty plus years.
--Tactical--
While Iowa share most of Saber design it was more modern and more capable then its older sister. She is well armed and protected for ship of her size. Iowa originally was to carry four Type XII phaser arrays, however during USS Iowa construction, this was changed to six, and six Type XII phasers become standard, class had additional two spots on the hull where two additional phasers can be installed for total of eight Type XII phasers however, all current produced ships have only six. Two Type II pulse fire phaser cannons which gave Iowa's destructive power of Defiant class especially in close combat. Iowa have two rapid fire Quantum-Photon torpedo tubes and usually carry 120 torpedoes (80 photons, 40 quantum). Two additional torpedo tubes could be installed but maximum number of torpedoes Iowa can carry is 200. These additional two torpedo tubes were never installed.
Comparing to Saber class which has standard single Duranium/Tritanium hull with some High Density armor add on it, Iowa came with much durable and resilient hull. It has heavy Duranium/Tritanium double hull which is usually used on larger ships and 12cm of ablative armor which basically covers entire ship, making Iowa's more durable and with much higher chance of survival then Sabers. It's shield were as well superior to those of Saber class, larger capacity, stronger and faster regeneration capabilities and also highly modulated to witdstand Borg attacks.
While Saber class was to receive similar upgrades to match Iowa's, Iowa is clearly superior in all to her older sister, however Sabers were cheaper and easier to build then Iowa due less advancer and expensive technologies they have.
Both Saber and Iowa share same class of impulse engines, and both were equally fast and manuverable. Iowa class do receive brand new warp core which is slightly faster then that core used by Sabers but more efficient. Energy transfer is advancer which means energy from warp core could feed directly into weapons (especially phasers) making them stronger and more efficient. Iowa also feature landing struts which allows her not only to enter atmosphere but to land on surface, something Saber's could not do.
--Exploration & Diplomacy--
Iowa is primary a warship, used in peace times liker her older sister as fast patrol cruiser. She lacks capabilities of exploration ship as she have only one science lab on board as such she is not suited for exploration or survey missions. Her diplomatic capabilties were also low. As a warship it was not designed with confort in mind and feature only one small VIP quarter, if she need to act as courier. Since Iowa would be rarely send outside of Federation there is no diplomatical lounges on board or any kind of facilities for first contacts. However as warship she can and be used as escort for larger exploration ship.
Confort as mentioned is low, crew quaters were small but comparing to Defiant, better arranged. Ship lacks holodeck or lounges (bars). It have only small mess hall, gym, infirmary (which is slightly bigger then that on Saber), several storage rooms, crew quarters, officer quarters, one VIP quarter, engineering and shuttlebay capable of holding two Type 9 shuttles. It is spartanically designed but as warship luxury was not really needed. Ships of Iowa class have small but well trained crew. Iowa class fixes many problems Saber class had but also improves the good things of Saber and makes it even better. With patrol and protection of Federation borders these small ships were often first to engage hostile threat, on those more dangerous borders larger more capable ships like Akira, Inquiry and others were deployed but on rest of borders Iowa and Sabers were more then enough and they were never deployed alone but usually work in small wolf packs scatered around but close enough to support each other.
