I have only seen a couple scary Zims... The one in your pic with the buzz saws and stuff is almost the scariest Zim, he's the second, but very close to first.
Then again, buzz saws just freak me out period.
My favorite is definitely the "amused" Zim. I love the demented-happy-evilness of his face.
And of course Zim grabbing Dib's shirt and Dib trying to get away. XD
