Okay, for your group. I have made all folders open for members. They get a total of 3 deviations a day to submit. I can change this if you want however.

Contributors get 5 submissions per day.
Founder and CoFounder get unlimited on deviations, so I'd pick your CoFounder wisely, and not the person who is just up for unlimited access.

Only Founder and CoFounder can submit to te Featured Folder. I do this myself, as it solves many troubles, and it gets people to submitting to the correct folders.
