For the icons I just go basic. I use just the simple program Paint and draw whatever I want the icons to be with the pencil tool to make the pixels. To animate them, I just start with the main frame and then I save that image. I pull up the saved image on Paint again and edit it to make movement, and then save it again as the second frame, and I repeat several times until I have all the frames to make the icon move. Then I go to Ezimba.com to animate.

Actually I'm not that patient most of the time. That's why I only make icons blink XD I can't do icons that run, jump, twist, breathe fire, or anything like that. So all I do is just make it simply blink.

Well, the whole thing, like do you use, Adobe Photoshop, Paint tool SAI? Y'know those art programs.

I use Paint.NET to draw and color the picture, but if I want a cool effect to the picture (i.e. lens flare, brighter lighting, etc.) I finish the whole picture, save it, then load it into Photoshop Elements 9...That's how I do the camera effects you see on some of my artwork, like my avatar.
