It a design done by NoFlutter here on DA. She's a wonderful artists. If you arent familiar with her work she's done quite a few characters in this style. I love it theres a few others I hope to do in the near future.

oh am familiar with her - saw her frozen designs recently - guess i'll check out her entire gallery!! am making a harley quinn lolita dress (basic design really) but hoping maybe when i have more time i can make something else thats more interesting.
