Lets see here,
1) Select your image, save it, and load it onto an image hosting site.
2) Copy the url
(ex http :// inserttitlehere .com)
then come back to devart.
3)click "edit your profile"
4) then "user page display"
5) You will see an area where it says webcam url: and in the textbox next to it paste your picture url.
6) Click submit botton at the bottom of the page and Viola! You have your webcam
