If your on a PC you either click Forum, or click MORE then Forum. (It's at the top of the page)
Then create a post in the "Projects" sub-forum asking for a request.
You can also check out the other posts there as people will advertise they are doing art requests as well, maybe you'll find someone who does dragon requests.
As for mobile, I can't help. I don't use the site on mobile.
