Due to the limitations created by water and fuel, I have thought this out and decided that the best way to do it would be to electrify something like a VW beetle, then build a trailer behind it that would use a steam engine to generate electric power and give a little boost to the batteries.
Here is a bit from Tiny Power on what needs to be done to generate power. [link]
If you use the steam engine directly, then your best bet would be to find and rebuild a Stanley Steamer or White engine. Use proven technology.

Limitations? I see them as them as qualities that can be used to effect. Since the advent of commercialized internal combustion engines the development of steam engines has really slowed. I've determined that the most important aspect of building an effective steam vehicle is an efficient, lightweight boiler design that drastically limits, if not eliminates, any steam loss altogether. It's a careful balancing act, but steam power essentially has no limits if you can do it.

I think the only efficent steam car will occur when we can have small nuclear power plants, and condensors to recycle the water.
It will be hell to switch out those spent fuel rods though.

I think rather that they would exist in terms of off-road, expeditionary vehicles, or emergency craft. Their fuel source is anything that is combustible, so you would never run out.
