Well your avatar looks fine to me now.
If it's size wise, depends what program you use. If you have photoshop or GIMP, you can easily edit the size of it. If you have paint, I think you have to make the avatar at the size needed...
The size for dA avatars is 50x50 pixels.
As for animation files... maybe quicken the animation or remove some layers.
