Perhaps a girl who is genuinely miserable with her life, who becomes a happy airhead? I think the idea would focus less on the horny aspect of the bimbo, and more of the bubbly, happy one.

This is prelim stuff, but the girl's sobbing, upset that she's alone. Someone visits her and gives her an answer to her problem. Her clothes turn more (how about purple this time) as her sadness slowly leaves her. Then, she gets the famous bimbo figure, with funbags included. The last panel would be showing her having fun as the life of the party.
