this screecast => [link] shows the technique quite well.
It should apply to any graphics application whether it's raster or vector.
The image above was made like you can see it in the screencast and tweaked in the GIMP (only colorwise).
The whole image has been done in inkskape and you can get the SVG file if you like to take a look => [link]
