With candidates hand-selected by Ellia herself and trained under the watch of the QAUA director of Intelligence, Hanibah, the Arbiters are a force that work outside of the QAUA's chain of command, donning runic-laid armor and Nightstone ballistic suits and wielding experimental weapons forged from captured technology of their enemies.
