The shark was a class final project in Special effects prosthetics, the model had to make me up as a character after getting out of makeup. 3 hours to put mask on 20 to remove safely and keep for display

Yes, The model can move and talk in the mask, the skin is a thin foam latex that is very durable and breathable most widely used in film and prosthetic.

It's a prosthetic work, meaning that it's fake skin/stage make up - like what you used to see in movies.
