While I understand that bloodbending as a way to control an opponent can only be done during the full moon, I imagine that the bending of blood just as a substance can be done anytime. After all, Katara can bend sweat and soup, so why not blood?
...So the more enemies you kill, the more ammunition (so to speak) you have.

If you'll recall the episode where she learns blood bending, the thought alone horrified her. She used it only once to save her friends. The realization of how powerful this is doesn't sit well with her.

Something interesting I noticed: In the episode "The Southern Raiders" when Zuko and Katara first fly off, you can see the full moon. During that night, they sneak into the communication tower, find the position of the Southern Raiders and fly off. It takes them a full day to reach the ship, so when she bloodbends their leader, the full moon is already waning! I guess that's just how powerful Katara has become, she doesn't need a full full moon to bloodbend!

I think Toph hanging around with Katara so much of the time has made Katara more hardcore. I don't think that she would normally be willing to intentionally shed anyone's blood (with the possible exception of the fire nation solider that killed her mother).

Although it doesn't make a lick of sense to me why Katara can't bloodbend at any given time (blood is water, after all), I suppose the writers did it to prevent Katara from being too uber-powerful in the storyline, capable of dropping armies like flies by drawing blood from all of them.

Well, I would assume that she'd be able to bend blood that had left the human body in much the same way that she could bend any other liquid, but I think controlling a person's movements using blood takes a higher degree of precision and skill - hence the full moon thing.
