While I understand that bloodbending as a way to control an opponent can only be done during the full moon, I imagine that the bending of blood just as a substance can be done anytime. After all, Katara can bend sweat and soup, so why not blood?
...So the more enemies you kill, the more ammunition (so to speak) you have.

Ya know, in this situation, Katara would become like a hunted individual or a person on the run; with posters and a reward for whoever kills her. It'd probably make for a REALLY cool AU. The only information you ever get is from rumors, and even though she's isn't evil, short-sighted individuals will be lucky to live to tell the story.
