Yep. After Ruby's light show, that Grimm Dragon was put in suspended animation and probably Cinder since she was in close proximity.

Oh that power only works on Grimm creatures. As far as I can tell, Cinder probably fled or her fate could still be ambiguous. As for how much armor Ruby should wear, she should but at the same time it shouldn't hinder mobility when she uses her Semblance .
