What I find appealing in this piece is the colour and brightness of it, a perfect fit for the bubbly cute personality of Mudkip.
Starting with the negatives, I would like to say that the lighting seems just a bit inconsistent, that being the shadows on the face suggesting a lightsource more front on and aligned with its face, however the shadows from the legs and tail suggest the lightsource is more lower down. Also, the lines from the tail connecting to the body make it seem like the tail connects on the left side of its body instead of in the center.
That said, I really like your use of bright pastel colours which go really well with the overall theme of Mudkip. The many highlights and sparkles gives a wet, scaley texture and the use of more brighter teal colours on the main body also helps give it texture. I also like how the lines have unique colours added to them which really breathes light into the overall image. Lastly, while not perfect, the flow and line of action in this is fairly well done.
Overall this is a very good piece and I definitely look forward seeing more quality art from you.
