)Playing with the idea of DC's Captain Atom in the MARVEL Universe, i decided to give him a suitable challenge in the shape of General 'Thunderbolt' Ross, a.k.a. the Red Hulk.

So, you want a guy who trades blows with Mr. Majestic, Ultraa and Power Girl to fight someone who's only as strong as Base Hulk?
Someone who more or less OWNS energy and radiation to fight someone powered by it?

Ah, you don't know much about Captain Atom then, he has taken a unrelenting attack from an angry Kryptonian with minimal injury ( his old friend Power Girl tried to kill him, thinking he was Superman gone evil ).
As for the Red Hulk, Captain Atom could overload his gamma/whatever energies causing the Red Hulk to pass out, or siphon the radiation away reducing Red Hulk to his human form, both are within Caps capabilities. In terms of strength, Caps regular strength is roughly Superman level and he can increase it and his other abilities considerably beyond a Kryptonians with enough focus. The longer the fight goes on the less chance the Red Hulk would have of winning.
Over the years Captain Atom and Superman have on occasions knocked each other about but never had a proper fight, except for the alternate Universe set 'Injustice Gods Among Us' comic.
