How wrong you are! In "2001", the baby was indeed more advanced, BUT, since he's living in space, he couldn't get that yummy placenta and other nutritive elements, and THUS, he started devolving. That's when he figured out that he'd rather come back to earth and die in a flaming flash, rather than devolve back to being a tadpole in space. See?
