Ah, yes. Publicly shame the monster that does not give an absolute damn about what people think of him. Then again, I suppose the law in these times was rather..unique on it's own.
But is this place not a monster-populated zone? We don't even see any soldiers here, who is to say someone won't just climb up and untie him?

True, but I'm pretty sure those cuffs could be broken by a rock or some random magic in that case.
Plus, the soldiers would only come back after a few hours or so, heck they might even forget.
And even if they do not, I doubt they will spend the rest of their day chasing after some random monster who really just did not do any major crime in a monster infested zone and risk being attacked, yes, monsters fear them, but let's be honest, even you would be scared as a soldier going into a monster-populated area searching for a criminal. Who knows? They might try to attack you and just swarm you.

Oh dear I just realized something. Even if the human's admit they made a mistake some monsters aren't gonna take it kindly knowing Sans was innocent but was wrongfully arrested and publicly humiliated for no reason. I also wonder if Toriel is feeling a bit guilty since she made Sans promise to look after Frisk?

No, his eye was cracked be for now. Sorry for being confusing, this does stump people a lot. Sans has always had a cracked eye, and in fact this is part of his past that will be explained later. I am just a dumb and used to forget to draw it in, or his hat covered most of it. He is pretty beat up though. Sorry again for being confusing!! (
