This is an adorable little bit of work. It is colorful and has a good feel to it that draws the eye in. You've got enough of a background to keep the character grounded with just a bit of foliage in the foreground to give a feel of depth.
Now, if there were anything to complain about here it would be the shape of the eyes. They conform exactly to the shape of the head, and that makes them look a little off. The eyes should have their own shape, whether that shape is independent of the skull they're set in or whether they stick out beyond that. Given the cartoon nature of the piece, I'd advocate for slightly bigger eyes that don't have that strange cut to them that mirrors the shape of the head around them.
Again, this is an adorable piece and I'm glad you posted this!

GREETINGS!
Everyone is right, this is totes adorbs. The cool colors used in the background and foreground really help the bird pop out. The big head and stumpy body play a big role in the overall cuteness and, with only one exception, I wouldn't change the scale of anything. That said, here are some things that I think would benefit this particular piece:
1. Dose Lines
To be honest, I think you could probably do away with the line art here. Your color choices are strong enough to make everything distinguishable without them and the hard contrasting black takes away from the bright, vibrant colors. Try turning off the layer with the line art and see how it looks. You may need to add some more diversity in the color of the leaves, but everything else is solid.
2. Dem Eyes
Probably the only thing I think you could change to amplify your already totes adorbs status, would be to change two things about the eyes. First, this is my previously mentioned one exception to the overall great scale of everything in the piece. I feel like the eyes could be a little larger. Not a crazy amount. Maybe somewhere between 10-30% larger. The other issue I have with the eyes is that they get cut off by the contour of the head. This works against you in two ways. One, it actively reduces the size of the eyes which, as I had already mentioned, takes away from the cuteness. Two, it takes away from the overall shape of the eyes, making them look less round and therefore not as effective. As a side note, making the eyes larger and extend beyond the contour of the head, would give you more room to apply larger highlights on them. Larger highlights = larger cuteness. Make that cuteness BIG, BABY!
3. Dat body
This is the first thing I noticed. One side of the body is larger than the other. It almost looks like one side has less mass, like it's smashed down or deflated. Think of the body as a pillow. If you push in on a pillow, it doesn't decrease in mass, it folds over itself. By taking this route, the body will look much softer and cuter. You could even have the neck plumage poofing up over one of the cheeks, creating a little built in feather pillow for the bird.
Anyways, I hope you find some of this helpful and take these into consideration when you're working on your next piece. Here's a link to an example I did real quick to help illustrate what I was talking about:

I definitely agree about the line work, I've been trying the use it less, I've always had really strong line art, so I'll definitely keep your comments in mind, but yeah, thank you for your time!

I feel you on the line art issue. It's hard to break yourself of something you put so much time into and enjoy doing. I didn't mean to come off as saying you should drop it all together. It just seemed to me that, in this particular case, it was holding you back a little bit. Something else you could do is try coloring the lines based on their neighboring colors. That way, you don't get rid of them and you retain the integrity of the colors.
If you did this in Photoshop, there are two(probably even more) really easy ways to do this without having to redo your lines from scratch.
1. Clipping Mask
Create a layer right over your line art layer and go to Layer>Create Clipping Mask (Ctrl+Alt+G) or right click the layer and go to Create Clipping Mask or hold the Alt key and click the space between the layers (you'll see the cursor change). Now just color in your new layer and it will clip based on the transparency of the layer it's attached to.
2. Layer Mask
Hold Alt and click the thumbnail of your line art layer (the cursor will change for this as well). This will select the pixel in that layer. Now go to Layer>Layer Mask>Reveal Selected or click on the Layer Mask button in the Layers window (to the right of the "fx" button"). This will mask your layer based on your selection. Now you can start coloring on the layer and you will retain your line art in the mask.

Out of all the pen and ink drawings I've seen (if it is pen and ink), this sports the perfect blend of color, lighting, and texture so far.
Estellia is very well drawn, with the pink and red colors complementing themselves quite nicely. The foliage is drawn well, too, showing how parrots can hide themselves in the wild.
There's only one problem I have with this piece. Maybe, if Estellia was colored blue-green, it would complement the nature of the jungle parrot, which is what I believe Estellia is. Blue-green color would make it harder to see, should she be camouflaging herself. Other than that, this piece is very well created, and I salute you for originality and color shading.
I hope my critique didn't offend you. I wanted to make some suggestions on how this piece can be improved. Farewell for now, and as always, keep smiling, and keep dreaming.

As for the blue-green, although I see your point, this is based on a living parrot. And as mentioned it is a female Eclectus which are almost entirely red with the exception of some dark blue. (the stomach patch was a creative liberty )
