It is a chimango Milvago or Chimango caracara. It is a falconid. It´s basicallya carrion bird.

What exactly are carrion birds and is that bird in the picture native to tropical climates or where?

The photograph was taken in Buenos Aires, Argentina. The chimango feeds mainly on dead animals, waste places in villages and very occasionally hunting small mice or birds.
